Ruth Gledhill's blog records a number of conversations including this from Lambeth Palace:
No letters have yet been sent. As for when and whether they will be, we are not in a position to say.
And a follow-up with a message from Tom Wright:
Hi Ruth, Tom Wright here from hotel in Heathrow,' he wrote.'I had understood that the letters were going out at the weekend. That seems to have been delayed a day or two. No skullduggery involved either at Lambeth or with me -- just a lot of people trying to do their best.
So that's clear, then, only the ordinary level of cock-up caused by people of good intention.

I believe I would be right in thinking that this is the first Lambeth Conference at which invitations have been conditional on the prior acceptance of an issue to be discussed.

Past conferences have welcomed all recognized Anglican Bishops. This one has become a conference of some recognized Anglican Bishops and those who are invited are are only welcome (whether or not they get an extra letter telling them so) if they swallow the Covenant whole.

They will be allowed to comment on the wording. However there is no way that a Committee of several hundred can re-write a formal document. A small group, or possibly more than one group, will make proposals that everyone can endorse. There is always the reserve power to send things back to a committee if agreement can't be reached but it's most unlikely to come to that.

In essence the tone is: you can come to the party if you agree to the Covenant. Once at the party you may say what you like - and will be encouraged to speak your mind. And at the end of discussion you will endorse the Covenant.

Furthermore, evidence of attendance will be taken as evidence of agreement with the principle of the Covenant and the outcome. Such as, "You were there; presumably you agreed with the Windsor Process and the Covenant."
